The City of Red Deer is seeking an energetic and results-driven professional to join our Parks & Public Works team as a Roads Supervisor (1-year term)—a role where your leadership will help keep our City moving safely and efficiently every day.
This is an exciting opportunity to take on a key leadership position responsible for shaping how road construction, maintenance, and winter operations are delivered across our community. Reporting to the Roads Superintendent, you’ll lead skilled crews, drive operational excellence, and play a critical role in delivering infrastructure services that residents rely on year-round.
As a Roads Supervisor, you will:

Top Key Responsibilities:
- Staff Supervision & Labour Relations - Support hiring and managing of staff while ensuring compliance with the CUPE collective agreement.
- Team Leadership & Culture Building - Lead and support teams by setting expectations, coaching leaders, fostering a positive workplace culture, and aligning staff with departmental vision and corporate initiatives.
- Strategic & Operational Planning - Support development and implementation of strategic direction, operational plans, and service delivery models for all Roads department functions.
- Daily Operations Management - Oversee day-to-day Roads operations, including scheduling crews, prioritizing work, coordinating snow/ice control, and ensuring efficient service delivery.
- Financial & Budget Management - Support development and monitor operating and capital budgets, forecast variances, and align services with financial resources.
- Policy, Procedure & Program Development - Maintain policies, standard operating procedures, maintenance programs, and recommend improvements to bylaws, agreements, and service levels.
- Health, Safety & Risk Management Leadership - Lead occupational health and safety programs, ensure regulatory compliance, investigate incidents, and manage operational risks.
- Stakeholder & Public Communication - Respond to public inquiries; Support preparation of reports and presentations.
- Contract & Procurement Management - Develop and manage RFPs, tenders, contracts, and service agreements, including selecting suppliers, approving expenditures, and overseeing contractor performance.
- Long-Term Planning & Continuous Improvement - Develop long-range (10–25 year) plans for infrastructure and services, monitor performance through KPIs, and integrate industry best practices and innovation.
As our preferred candidate, you will have:
- Diploma in Civil Engineering Technology or other post-secondary College/Institute suitable with the proper combined education and experience to meet the minimum competencies required for this position.
- Four years’ experience in municipal roads programs related to construction, maintenance and repair at progressively more responsible levels including the supervision of others.
- In addition to the 9 Core Competencies (i.e., Ethical Conduct & Values, Service Focus, Problem Solving/Thinking, Planning & Organizing, Leadership, Development, Communication & Interaction, Adaptability & Change Management, Understanding the Municipal Political Environment) – the following are specific to this position:
- Thorough knowledge of road maintenance and construction practices.
- Good judgment in making decisions
- Able to work independently and as part of a committed team.
- Demonstrated communication skills, including ability to speak and write effectively.
- Demonstrated interpersonal skills.
- Ability to establish relationships and act with respect and integrity.
- This work involves multiple concurrent and frequently changing priorities with tight time constraints, the potential for extended work hours, multi-level discussions of high-profile issues in an environment of knowledgeable experts, and the need to maintain composure, impartiality, and a professional attitude in dealing with sensitive issues and confidential information.
- Frequently required to work in situations of high intensity requiring strong problem-solving skills, strategic thinking and decisive action.
- The position involves regular exposure to risk during on-site inspection of work crew activities.
- There are interruptions of leisure time to provide instructions or coordinate activities of work crews.
- Continuous exposure to public criticism.

Remuneration: $46.23 to $57.77 per hour ($90,478 to $113,098 per annum)
Hours of Work: 75 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.
Additional Information:
The term of this position is anticipated to be approximately 12 months.
