HIRING SALARY RANGE: $86,091.00 – $96,853.00 per annum

MAXIMUM OF SALARY RANGE: $107,614.00 per annum

AREA OF RESPONSIBILITY:

Reporting to the Manager, Compensation & Benefits, this position ensures the proper administration of the City’s Group Benefits program, providing excellent service while protecting the integrity of the plan and ensuring proper entitlement to all plan members.

Operation Support

· As a subject matter expert, provides mentoring support to other members of Human Resources.

Corporate Governance

· Compliance: Ensures all data is kept in accordance with regulations and strictly protects security and privacy. Provides analysis associated with legislative changes and impacts.

Program Development and Support

· Plan analysis and renewals: Prepares and analyzes data about benefit use, drug, dental, and health claims, EAP, Life Claims and provides analysis and impacts due to changes in the pension plan.

· Analyzes and prepares financial information relating to the benefits plan annual renewals and proposals. Supports the implementation of new programs as identified/approved.

· Provides costing for the labor areas in preparation for contract negotiations and impact to all groups.

· Provide benefit expertise and support for union grievances.

· Conducts industry research on issues and trends and prepares related reports and recommendations and uses municipal connections for benchmarking.

· Coordinates information between the benefit provider and Employee Relations on alleged benefit fraud matters and investigations.

· Supports plan design initiatives.

· Accountable for daily administration of the plan and for providing accurate data and sound recommendations for change.

· Highly visible service to internal stakeholders, City-wide.

· Uses own discernment to inform and involve senior HR leaders

Customer Service

· Liaise between employees and benefits provider to clarify and advise on benefit coverage. Investigate/resolve benefit issues between employees and benefits provider.

· Answers inquiries from plan members regarding benefits and other HR policies and manages escalated claims.

· Seeks information from within or outside of the City (i.e., Carriers, Medical professionals, Social agencies, consultants) to ensure claims are processed properly. Organizes portal marketing communication and benefit communications going directly to plan members.

· Provides retirement guidance and process completion for retiring employees.

· Liaise between benefit providers, pension administrators, and employee families to administer Life Claims.

Administration

· Key contact for all Group benefit programs and some aspects of the pension plan. This includes ensuring accurate and current data is maintained in the system (electronic and other files as required).

· Acts as a resource to the HR staff regarding the group benefit program and resolves issues that might arise. Reviews and validates the contract language and ensures that changes are accurate and administered as per the contract. Represents HR on Benefit Committees.

· Provides guidance to support staff. Participates in the contract renewals and request for proposal process and supports vendor changes and implementation of change.

· Conduct regular and ad-hoc audits to ensure plan compliance.

SELECTION CRITERIA:

EDUCATION:

· Post-secondary degree with additional courses or certifications in Compensation, Benefits or Human Resources.

· CHRP designation an asset.

REQUIRED EXPERIENCE:

· 3-5 years of experience in benefits administration, preferably in a unionized and/or municipal environment.

OTHER SKILLS AND ASSETS:

· Financial acumen and ability to conduct cost-benefit analysis of compensation/rewards programs.

· Demonstrated analytical ability.

· Computer proficiency, particularly in MS Office and HRMS (Peoplesoft) or similar.

· Knowledge of applicable legislation.

· Excellent communication skills (written and verbal) in English.
