Position Title: Human Resources Generalist

Schedule: 8:30am-4:30pm, Monday-Friday (75 hours bi-weekly)

Primary Objectives:
Participate as a key member of the Human Resources Team by contributing to strategic and operational execution of human resources practices by:
- Leading talent acquisition and recruitment processes for their assigned area;
- Supporting the development and implementation of human resource management strategies, policies and procedures;
- Foster positive employee relations by supporting training, development, and performance management processes;
- Supporting the Human Resources Manager and Director of People and Culture in performance management and labour relations matters and;
- Assisting the Human Resources Manager and Director of People and Culture in special projects
Key Responsibilities:
- Talent Acquisition and Onboarding:
- In partnership with hiring managers, execute a recruitment plan by sourcing, screening, interviewing, on-boarding, and training people in order to attract and retain qualified talent aligned with the organization's strategic objectives;
- Build partnerships with universities, co-ops, and other external programs to strengthen our talent streams;
- Collaborate with the Communication department to strengthen employer branding;
- Build compelling job descriptions and corresponding job ads using written and visual mediums designed to attract talent aligned with the organizations mission, vision, and values;
- Execute reference and background checks;
- Draft and coordinate Employment Agreements with successful candidates;
- Ensure first day new hire paperwork processing takes place as well as systems set-up and workspace set-up;
- Execute orientation sessions for onboarding employees;
- Supporting managers with new employee training plans; and
- Conduct regular retention check-ins throughout first 6 months of employment to monitor/support new employee experience and successful onboarding
- Supporting the development and implementation of human resource management strategies, policies, and procedures, including:
- Ensuring all human resource practices reflect best practices within the sector;
- Supporting and maintaining human resource policies and procedures and ensuring compliance with Employment Standards, Human Rights, and the Collective Agreement throughout the organization
- championing performance management processes by coordinating performance reviews;
- Provide support to employees in various HR-related topics such as leaves and compensation; resolving or seeking guidance on any issues that may arise;
- Promote HR programs to create an efficient and conflict-free workplace;
- Ensuring agency compliance with the Personal Information Protection Act;
- Gathering and analyze data for HR metrics and reporting;
- Enhance job satisfaction by resolving issues promptly, applying new perks and benefits and organizing team building activities;
- Conducting exit interviews and responding to requests for verification of employment;
- Coordinating and organizing training for various departments; including tracking and maintaining employee training records and training status;
- Support in maintaining HRIS including recording new hires, terminations, transfers, promotions, wage/salary changes, and ensuring compliance to time and attendance policies;
- Performing routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits and leave, disputes and investigations, productivity, occupational health and safety, and training and development and;
- Updating and maintaining employee benefits, employment status, employment files, personnel records, performance reviews, etc
- Work with managers to support in employee relations matters and performance management processes within a unionized setting, including:
- Advising and providing guidance to managers regarding workplace concerns, conflict resolution, and general employee/labour relation matters;
- Investigate employee complaints or grievances and recommend appropriate actions;
- Provide guidance to managers and supervisors in setting performance goals, offering feedback, and managing performance issues;
- Participating in the disciplinary process and meetings;
- Ensure compliance with labor laws and company policies regarding employee relations issues and;
- Ensure that the performance management process is fair, consistent, transparent, and in alignment with labour laws, employment standards, human rights, the collective agreement, and practices required are enforced across the organization;
- Performing other related duties and special projects, as assigned.
Requirements
Qualifications (minimum Education and Experience requirements):
Note: An equivalent combination of education and experience may be considered.
Education:
- Bachelor's degree from an accredited program with a speciality in human resources, public administration, or a related field
- Certified Human Resource Professional (CHRP) accreditation is an asset
Experience:
- A minimum of three (3) years' progressively responsible administrative experience including at least two (2) year in human resource management
- Demonstrated experience with administering HR programs, policies, and procedures and in planning recruitment, performance management, training, compensation, and/or benefits
- Applicants with experience in a non-profit and/or unionized environment is preferred
- Previous experience in administering an HRIS; experience with ADP, and payroll administration would be considered an asset
Knowledge, Skills and Abilities:
- Excellent verbal and written communication skills
- Excellent time management skills with a proven ability to meet deadlines
- Strong analytical and problem-solving skills
- Good knowledge of employment/labor laws
- Highly proficient with Microsoft Office Suite, HRIS, or related software
- Excellent attention to detail and accuracy
- Understanding of general human resources policies and procedures
- Desire to work as a team with a results driven approach
- Proficiency with or the ability to quickly learn the organizations HRIS and Talent Management Systems
Additional Criteria for Role:
- Valid driver's licence and access to a reliable vehicle with a minimum of $2 million liability ‘business class' insurance would be considered an asset
- This position may require periodic travel to other Pacifica Housing sites and occasional travel to Victoria
As Pacifica Housing works with vulnerable populations, We require all staff to successfully clear a Vulnerable Sectors Criminal Record Check run by the Ministry of Justice.
