Job Description
The Library’s public education programs are designed to meet the evolving needs of parliamentarians and their staff, teachers and students, visitors to Parliament and the general public. The Manager, Education and Learning is responsible for planning, implementing, and evaluating learning programs on behalf of Parliament. The Manager leads a team that plans, organizes, and administers the Teachers Institute on Canadian Parliamentary Democracy, an annual week-long event that brings educators from across Canada to Parliament for on-site learning and professional development. The Manager also supports the development of other programs and tools for teachers and delivers a seminar program for parliamentarians and their staff.
Qualifications
Education:
- Successful completion of post-secondary education in a field related to the duties of the position, OR an acceptable combination of relevant education, training and experience.
Experience:
- Significant experience in planning and managing high-profile and large-scale events with VIP/protocol guests.
- Significant experience in human resources planning and management, including evaluation of employee performance.
- Significant experience in financial planning, including the development, oversight, and management of budgets.
- Experience developing and maintaining partner and stakeholder relations in a complex and sensitive environment.
- Experience in the development, delivery and administration of in-person or online educational programs and/or resources.
- Experience in preparing procurement documentation and in managing the work of external contractors.
- Experience communicating effectively, both in writing and orally, to influence decision-making and effect change.
* Significant experience means three or more years of experience carrying out the required functions.
Knowledge:
- Knowledge of event planning methodologies and practices.
- Knowledge of current pedagogical and educational theories, principles, and techniques.
- Knowledge of provincial and territorial curricula, particularly as they pertain to social studies and citizenship.
- Knowledge of sound HR management and leadership techniques.
- Knowledge of project and program management methodologies, processes, and practices.
- Knowledge of Canadian and parliamentary history, Canada’s system of government, parliamentary institutions and processes, and the roles and responsibilities of parliamentarians.

Operational requirement:
- While this position is eligible for part-time telework, regular on-site presence is required at Library of Parliament workplaces located in the National Capital Region.
Asset criteria:
- Knowledge of the Accessible Canada Act and its applications for public education programs.
- Knowledge of Gender-based Analysis Plus and its applications for public education programs.
- Experience in the development of curriculum-based resources for students and teachers.
Conditions of Employment:
- A second-language evaluation (Bilingual staffing – imperative): CBC/CBC.
- A successful pre-employment security screening.

This selection process may include a second-language evaluation, a written exam, and an interview. The interview will consist of behavioural, situational and knowledge-based questions. Candidates will be required to pass each stage in order to move to the next stage of the selection process.
