The Sexual Misconduct Support and Resource Centre (SMSRC) offers support services for currently serving and former Canadian Armed Forces members, National Defence public service employees, members of the Defence community and caregivers who support those affected, Cadets and Junior Canadian Rangers affected by sexual misconduct and their families, aged 16 and older. SMSRC also provides guidance and support for leaders and management on addressing sexual misconduct.
The Senior Director, Programs and Service Delivery (SDPSD) is accountable to the Chief Operating Officer, SMSRC for the strategic leadership of SMSRC programs and services. The SDPSD oversees the operational plans and strategies for service delivery, including the development of a revitalized service delivery and program implementation framework. Key programs include Restorative Engagement, Response and Support Coordination, 24/7 Response and Support Line, Peer Support Program and Independent Legal Assistance program.
Intent of the process
The intent of this process is to staff the position of the Senior Director, Programs and Service Delivery (EX-02) located at 280 Slater Street, Ottawa, Ontario. This process may be used to staff similar positions in National Defence and other organizations within the core public administration.

EX3 Experience establishing and implementing strategies to improve accessibility, inclusivity, and trauma-informed care in social services or health support programs.
EX4 Experience in building and maintaining working relationships with a diversity of internal and external stakeholders including government organizations, community groups, leaders and advocates.
EX5 Experience in providing strategic advice and briefing senior management (Director General or equivalent and above, or equivalent executive within the private sector) on complex** issues.
EX6 Experience in managing human*** and financial**** resources.
Definitions
- Significant experience is defined as the depth and breadth of experience normally associated with having performed a broad range of activities related to the work, which is normally acquired over a period of at least two (2) years as an executive.
- Complex is defined as multi-dimensional, involving many stakeholders with competing requirements, and with inherent and emerging risks and impacts.
- Managing human resources is defined as supervision of employees or members of the Canadian Armed Forces including assigning work, managing and assessing performance, developing and implementing training and staffing plans. Applicants must also indicate the number of personnel they supervised directly.
- Management of financial resources is defined as showing evidence of managing and being accountable for a budget. Examples of managing financial resources include full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Please indicate the size of the budget(s) you managed, the duration and if you managed your project/program within budget.

Re-scheduling of assessments will ONLY be granted in emergency cases with appropriate supporting documentation (i.e. medical certificate to certify illness, proof of international travel, etc).
Various assessment tools may be used in this selection process (such as, written examination, standardized test, work samples, interview, references, etc.) to assess the qualifications.
Reference checks could take place at any time during the process. The Assessment Committee reserves the right to contact references other than those submitted by the applicant.
Depending on the requirements of the specific position being staffed, the asset qualifications may be deemed essential qualifications. The Assessment Board reserves the right to add or modify qualifications at any time if it deems to be necessary, as operational and organizational needs evolve.
Asset qualifications may also be applied at the screening stage to ensure a more appropriate number of candidates to further assess in this process.
Top-down Approach
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications. A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top-ranking applicants may be invited to the next phase of assessment. Asset criteria and/or organizational needs may also be applied at the screening stage.
Education
Candidates should be prepared to provide proof of education and citizenship or permanent resident status.
