SUMMARY OF DUTIES
Reporting to the Director/Chief of Hamilton Paramedic Service, the Executive Manager/Deputy Chief provides strategic and operational leadership for the Service's Logistics and Support Section portfolio, encompassing finance, procurement, fleet, facilities, supply chain, technology, and process improvement. The role directs multi-million-dollar operating and capital budgets, oversees performance, risk, and asset management frameworks, and ensures compliance with corporate policy and legislative requirements.
The Executive Manager/Deputy Chief builds and maintains strategic partnerships with internal and external stakeholders, leads and develops management and staff, oversees procurement and contract management activities, and represents the Service before Council and through committees, reports, and presentations. The role also participates in departmental emergency preparedness planning, development, and training, and responds to all municipal emergencies as required.
GENERAL DUTIES
Leadership and People Development
Provides leadership, coaching, mentoring, and development to the Logistics Section team, including the Commander of Logistics and Support Services, Superintendents, Logistics Technicians, coordinators, and administrative staff.
Leads the performance management process, establishing clear and measurable goals, engaging in regular, constructive feedback, and performing development planning and recognition that are aligned to organizational objectives.
Fosters a positive, inclusive, and team-oriented culture of ownership characterized by Hamilton Paramedic Service values and the City of Hamilton's commitment to courage, compassion, competence, and caring.
Champions psychological safety, staff well-being, and engagement, cultivating a workplace where employees feel safe, respected, and empowered to contribute to their fullest potential.
Leads the advancement of a collaborative high-reliability culture, promoting accountability and fairness to enhance organizational safety and enable the proactive identification and management of risk.
Directs succession planning for critical Section roles and develops organizational bench strength, ensuring continuity of leadership and operational capability over the long term.
Serves as a strategic partner, collaborator, and team player across the HPS senior leadership team and the broader City of Hamilton, building and maintaining effective cross-functional relationships to advance service and corporate-wide objectives.
Finance and Budget Management
Leads annual operating and capital budget planning with the Chief, forecasting, and multi-year financial planning for Hamilton Paramedic Service (HPS) and its major capital programs.
Monitors actual expenditures against capital and operating budgets for the Logistics and Support Services Section.
Produces variance analyses, root-cause explanations, and corrective action recommendations.
Develops and maintains financial dashboards, key performance indicators (KPIs), and reports for the Chief, the senior leadership team, the General Manager, Council, and the Corporate Finance Department.
Identifies and pursues cost-saving, efficiency, and revenue-generating opportunities while safeguarding service quality and safety.
Ensures internal financial controls, audit readiness, and compliance with corporate financial policy, the requirements of the Municipal Act, and applicable public-sector accounting standards.
Provides strategic financial advice to the Chief and senior leadership on investment, contracting, and procurement decisions.
Procurement and Contract Management
Develops, maintains, and continuously improves HPS standard operating procedures, policies, guidelines, and templates in keeping with industry and collaborative high reliability best practices.
Leads complex, high-value procurement processes, including RFPs, RFQs, sole sourcing and sole-source justifications, and co-operative purchases, in full compliance with City of Hamilton procurement by-laws. Procurement activities include, but are not limited to emergency vehicles, capital equipment, facilities, consumable medical supplies, technology, and contracted services.
Negotiates and administers vendor contracts, master service agreements, service-level agreements, and memoranda of understanding, managing renewals, performance, and risk throughout their lifecycle.
Builds strategic supplier relationships, conducts vendor performance reviews, and benchmarks against industry
standards.
Champions procurement governance by reinforcing segregation of duties, ethical sourcing, and conflict-of-interest safeguards.
Process Management and Continuous Improvement
Identifies, designs, and implements business process improvements using Lean, Six Sigma, or equivalent methodologies, with the objective of achieving measurable efficiency and quality gains.
Establishes and continually monitors logistics KPIs, including fill rates, contract milestones, and turnaround times.
Leads change-management, technology-implementation, automation, and re-engineering initiatives.
Develops and maintains clear documentation, standard operating procedures, and training materials to support consistent practice across the Section.
Proactively identifies operational risks and develops controls, mitigations, and contingency plans to ensure compliance with all relevant acts, regulations, standards, City by-laws, and policies.
Inventory Control and Asset Management
Establishes rigorous inventory control practices for medical supplies, pharmaceuticals, controlled substances, capital equipment, fleet parts, uniforms, and consumables.
Applies best-practice warehousing, stock rotation (FIFO/FEFO), demand forecasting, and just-in-time principles where appropriate.
Oversees the full asset lifecycle, from acquisition and tagging through depreciation, repair coordination, replacement planning, and disposal, in compliance with corporate asset management policy and applicable public-sector standards.
Coordinates with partners and vendors on ambulance maintenance, repair scheduling, and lifecycle planning.
Strategic Development
Contributes to the development and execution of the HPS Master Plan, multi-year operating plans, and capital plans.
Provides strategic advice and recommendations to the Chief on logistics matters, including emerging technologies, industry trends, transformation opportunities, partnerships, and risk.
Leads strategic projects, transformation initiatives, pilots, and multi-year programs designed to achieve measurable outcomes.
Builds and sustains strong relationships with City of Hamilton corporate services, healthcare system partners, associations (such as OAPC), regulators, community agencies, and unions.
Translates strategic priorities into operational and tactical execution plans and tracks and reports on outcomes.
Other Duties
Participates in the HPS senior leadership on-call rotation as required.
Represents the Service on internal and external committees, working groups, and public forums.
Prepares Council reports, briefing notes, business cases, and presentations for senior leadership and elected officials.
Ensures compliance with the Ambulance Act, Ontario Regulation 257, Ministry of Health ambulance and documentation
standards, collective agreements, MFIPPA, OH&S, and other applicable legislation and policy.
Ensures that employees are provided with and use the appropriate equipment, material and/or procedures required to perform the assigned duties. Ensures that all employees perform work in accordance with applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures. Ensures that appropriate action is recommended for those employees who do not work in compliance with legislation, policies and procedures.
Performs other duties as assigned by the Chief of Hamilton Paramedic Service.
QUALIFICATIONS
1. University degree or College Diploma in Business Administration, Commerce, Finance, Public Administration, Logistics or Supply Chain Management, or an equivalent combination of equivalent education and related experience combined with progressive leadership experience managing logistics, supply chain, finance, procurement, or operational support functions, preferably in public sector, healthcare, paramedic, emergency services, or similarly complex unionized environment.
2. Certifications in logistics, supply chain, procurement, finance, project management, continuous improvement, or related disciplines (e.g., P.Log, SCMP, CSCP, CPA, PMP, Lean Six Sigma Green Belt or Black Belt) will be considered an asset.
3. Must possess and maintain Class “G” drivers’ licence or equivalent with a satisfactory driving record that meets applicable regulatory requirements, as demonstrated through abstract search.
4. Minimum five years of progressive leadership experience in logistics, supply chain, finance, procurement, or operational management, ideally in a public sector, healthcare, emergency services, or comparably complex and unionized environment. Demonstrated knowledge of applicable legislation, regulations, standards, and policies, including the Ambulance Act, Ontario Regulation 257, Occupational Health and Safety Act, Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), and collective agreement administration.
5. Demonstrated leadership competencies grounded in ownership, the ability to inspire others through a shared vision, and the deliberate development of people to foster a cooperative and mission focused team environment. Demonstrated skill in building relationships based on listening, caring, respect, and trust with internal and external stakeholders, including the community, supported by sound judgment, discretion, and comfort operating in a complex political and stakeholder environment.
6. Demonstrated ability to translate strategic priorities into operational plans and measurable outcomes, integrating multiple disciplines into one cohesive body of practice that consistently exceeds customer expectations. Demonstrated capacity to exercise superior judgment, tact, and discretion in sensitive and complex situations.
7. Demonstrated hands-on experience developing, managing, monitoring, and reporting on multi-million-dollar operating and capital budgets, including interpreting financial statements, building forecasts, conducting variance analyses, and presenting to senior leadership and elected-officials.
8. Demonstrated experience leading procurement processes preferably in the public-sector, negotiating and administering contracts, and managing supplier relationships.
9. Demonstrated success designing, implementing, and improving business processes, with experience in Lean, Six Sigma, or equivalent improvement methodologies.
10. Demonstrated experience with inventory management systems, warehouse operations, lifecycle asset management, and demand planning.
11. Flexibility to adjust shift and business week timing subject to service needs.
12. Successful completion of Vulnerable Sector Search in accordance with Ministry of Health requirements.
13. Possess, or ability to obtain, a current CPR Health Care Provider certificate within six months of employment.
14. Must be available to participate in on-call rotation.
15. Demonstrated proficient computer skills for the utilization of standard Microsoft Office products at an advanced level.
