Position Overview
Responsible for providing administrative support and confidential services to maintain efficient Human Resources operations. This position provides multi-faceted support encompassing all areas of Human Resources, primarily HRIS support. Exercises sound judgment to resolve matters which may be political and sensitive in nature. Coordinates/schedules meetings, training, testing and maintains office administration and records management processes and procedures. Prepares reports and employee correspondence, as required, related to various HR related matters. Responds to and redirects inquiries/communications.

Responsibilities
• Inputs and updates all employee records for City of Vaughan and Vaughan Public Library into the HRIS employee master files in conjunction with Payroll, including Time and Labour in JDE.
• Ensures HRIS meets the requirements of the collective agreements, management by-law and employment standards act.
• Works with various departments to validate employee data, identify discrepancies, performance data clean ups and research/reports on any data discrepancies (i.e., Staff Directory Requests, budgeting, audits).
• Responds to all inquiries concerning HRIS and Time & Labour and provides data/reports on an as requested basis.
• Prepares mass annual updates to HRIS in response to collective agreements or management by-law or employment standards act changes.
• Assists the HR Benefit Specialist by creating initial employee/benefit set up in JDE for Canada Life.
• Assists the Learning & Organizational Development Team to troubleshoot the transfer of data from JDE to Learning Management System (Halogen).
• Reviews, approves and processes employee performance evaluations for non-union employee through Halogen in a timely manner (wage increases).
• Maintains knowledge of all internal HR Policies and procedures, Collective Bargaining Agreements, and Management By-Laws, and responds to general HR inquiries covered within the same documentation.
• Performs digital archiving of physical files through Versatile Enterprise. Updates archival records and prepares physical materials related to the archiving process. Connects with Records and Archival Management for file retrieval, storage, and other records management inquiries.
• Coordinates courier services for incoming and outgoing packages.
• Performs other related duties as assigned and in support of other areas within the HR team.
Qualifications and Experience
• Post Secondary education (Diploma or Degree in Business, Human Resources, or suitable equivalent).
• Minimum of three (3) years’ administrative experience preferably in a municipal or Human Resources environment. Recruitment experience considered an asset.
• Excellent interpersonal skills with effective oral and written communication skills including exceptional organizational skills coupled with ability to multi-task effectively while contending with conflicting demands.
• Ability to self-manage, work independently and as part of a team with ability to exercise tact, diplomacy and sound judgment and attention to detail.
• Proficient in utilizing Microsoft Office Suite i.e., Word, Excel, Power Point, etc., and HRIS systems, and SharePoint.
• General understanding of employment legislation.
• High attention to detail with the ability to multitask in a high volume, fast paced environment.
• Excellent customer service skills with the ability to deal courteously and effectively with members of the public, staff, and external organizations.
• Excellent research, statistical and analytical skills.
• Knowledge of, and demonstrated ability in, the City’s core and leadership competencies and relevant functional competencies.
• Flexible to work outside normal business hours as required.
